When Kinh Nguyen decided to develop a condominium complex on the East Belmont Street property where she had owned a grocery store for 15 years, she sought a high-quality building that fit in with the surrounding buildings.

Nguyen and other developers in the down economy have found success with this strategy in east Portland, relying on design to attract buyers to small, luxurious condo buildings.
